Circular Economy Strategy consultation launched

A bold new plan to transform Scotland’s economy through increased reuse, repair and recycling has been published for public consultation.

The Draft Circular Economy Strategy outlines proposals to keep materials and goods in use for longer—creating new jobs, cutting waste, and driving sustainable economic growth.

The strategy focuses on practical actions across key sectors, including:

  • Reusing construction materials to reduce waste in the built environment
  • Supporting sustainable alternatives to fast fashion
  • Repurposing and recycling electric vehicle batteries
  • Exploring innovative ways to reduce food waste

Sector-specific roadmaps will be developed for four high-impact areas: the built environment, net zero energy infrastructure, textiles, and food. Plans for the transport sector will be included in the upcoming Draft Climate Change Plan.

A Call to Action

Climate Action Secretary Gillian Martin emphasised the importance of the strategy, saying:

“Reducing, reusing and recycling materials has a huge role to play in Scotland’s response to tackling the climate crisis.

“It also brings huge benefits to households and communities – from lowering the costs of items and creating new jobs to cutting the amount of litter on our streets, helping to improve our local environment and protect wildlife.

“By supporting Scotland to move towards a culture where keeping materials and goods in use for as long as possible is the norm, we will also be able to drive economic growth by increasing the resilience of our supply-chains and encouraging innovation.

“This consultation outlines priority sectors key to cutting waste and capitalising on the economic opportunities that a circular economy presents to businesses. I urge everyone to take part.”

The Circular Economy (Scotland) Act 2024 requires Ministers to prepare a strategy to support Scotland’s transition to a zero waste and circular economy.

This draft strategy builds on the Circular Economy and Waste Route Map, which identifies 11 priority actions to focus efforts and resources through to 2030.

The consultation will run for 12 weeks, closing on 13 January 2026. The final strategy is expected to be published later that year and will include a monitoring and indicator framework to guide future targets from 2027 onward.
