Consultation on Climate Change Plan launched

A new draft Climate Change Plan is open to public consultation

Following the successful passage of the Climate Change (Scotland) Act 2009 (Scottish Carbon Budgets) Amendment Regulations 2025 last month, the new draft Climate Change Plan has now been laid.

The draft Plan includes the policies and proposals that Scotland needs to end our contribution to increasing global emissions and deliver real benefits for people across Scotland – warmer homes, better air quality, and the health benefits of active travel – to support people in our communities to live longer, healthier, more fulfilling lives.

It also outlines the policies and proposals that will ensure the first three carbon budgets are met, covering the years 2026-2040. This is a crucial step towards achieving a just transition to net zero by 2045, and offers huge opportunities for economic growth, cleaner air, improved public services, and cheaper heating.

Ms Gillian Martin, the Cabinet Secretary for Climate Action and Energy said:

“Here in Scotland, we are already witnessing the devastating consequences of a warming planet, with floods, water shortages, heatwaves and wildfires becoming more common; these impact our communities and endanger lives and livelihoods across our country. Globally, the impact of more severe weather continues to cause water and food shortages, displacement of communities, and species loss at an unprecedented scale.

“We also know that delays to tackling climate change will only harm more people and places, while being more costly in the long term.

“Already benefiting from a wide range of input from stakeholders in addition to the advice of the Climate Change Committee and the Just Transition Commission, this is a draft to be discussed and consulted on through Parliament and through a wide programme of engagement we are planning in the coming months.”

The public consultation on the Plan can be found here and includes links to the plan and all relevant documents.

The Scottish Government are hoping to receive a wide range of responses, from all corners of society, to best inform the finalisation of the Plan. The consultation is open until 29 January 2026.
