Consultations on strategic land use and just transition plan open

Consultations open for 'Supporting Scotland's transition - Land use and agriculture' and Scotland’s Fourth Land Use Strategy

Scottish Government has launched consultations on the draft Land use and Agriculture Just Transition Plan (LAJTP) and Scotland’s Fourth Land Use Strategy.

The LAJTP sets out how Scottish Government are working towards achieving Scotland’s Net Zero ambitions in a fair and just way for people and communities working in or with land-based industries.

The land Use Strategy consultation paper sets out our proposed approach to the next Land Use Strategy. It seeks views on the strategic direction and vision for sustainable land use in Scotland, and the objectives, policies and actions that will help deliver it.

Responding to the publication of consultations on Land Use and Agriculture Just Transition Plan and Scotland’s fourth Land Use Strategy, Land Reform Secretary Mairi Gougeon said:

“I’m pleased to launch these consultations and to continue the important national conversation around our just transition and the role of integrated land use in achieving this. By launching these together, we’re recognising the deep connection between the people of Scotland and our land, and our commitment to work with communities and land managers to set a shared vision for the future.

“The Land Use and Agriculture Just Transition Plan will support people through a fair and just transition for the land use and agriculture sectors while the 4th Land Use Strategy introduces a strategic yet flexible approach to integrated land use. This will be our fourth Land Use Strategy, and it continues to evolve the way we look at, use and manage our land.

“I want to thank all those who have already contributed views on the development of the plan and strategy and the responses to both consultations will help shape a future where land use works for people, sustainable food production, nature, and climate – now and for generations to come – and I encourage everyone with an interest in land use, agriculture, and rural affairs to take part.”

The LAJTP will describe the actions that the Scottish Government will take to begin to deliver the outcomes of a Just Transition, and how the process to design those actions will be undertaken in partnership with the land and agricultural sectors, and wider rural community. To do this, we need to agree a vision, a set of long-term outcomes, and shorter-term objectives to guide the work. This consultation asks for your feedback on these.

It does not look to duplicate the actions and targets set out in Scotland’s Climate Change Plan (which is responsible for setting the pathway to reducing greenhouse gas emissions), Scotland’s Biodiversity Strategy or Climate Adaptation Plan. Instead, it will help integrate just transition into our activities and provide an understanding of how the people involved, impacted or benefiting from actions relating to land use and agriculture will be supported and empowered.

Both consultations are open until the 5 October 2025
