New programme to empowering Island Communities

The Island Communities Place Programme aims to support communities to understand the planning system, take part in local decision-making, and shape the future of Scotland's islands.

Planning Aid Scotland has launched the Island Communities Place Programme, a new initiative designed to help Scotland’s island communities play a stronger role in shaping the future of their places.

Funded by the Scottish Government, the programme provides training, mentoring, peer support and practical resources to build local capacity and strengthen community-led planning.

The programme aims to help island residents better understand and engage with planning processes, particularly in relation to renewable energy developments. By increasing knowledge and confidence, communities will be better equipped to participate in local decision-making and influence projects that affect their areas.

Support is delivered through a series of free online webinars, bespoke one-to-one mentoring and an online community forum. The training programme covers key topics including community engagement, renewable energy and community-led planning, offering practical guidance to help communities navigate complex planning issues.

A dedicated mentoring service will connect community groups with chartered planners and place-making professionals who can provide tailored advice and ongoing support. This includes assistance with understanding the planning system and developing community-led plans that reflect local priorities and aspirations.

The programme also creates opportunities for peer learning through an online forum that brings together island communities from across Scotland’s six island local authority areas. By sharing experiences, challenges and examples of good practice, participants can learn from one another and build stronger networks across the islands.

Alongside training and mentoring, a digital Resource Hub offers access to templates, guides, case studies and other tools to support community-led planning. The programme has been developed in response to the National Islands Plan, which sets out actions to address both the challenges and opportunities facing Scotland’s island communities.
