Mairi Gougeon takes helm at Fishing Federation
Former Rural Affairs Secretary Mairi Gougeon has been appointed Chief Executive-designate of the Scottish Fishermen's Federation, bringing extensive experience of Scotland's coastal and island communities.
Former Scottish Government Rural Affairs Secretary Mairi Gougeon has been appointed as Chief Executive-designate of the Scottish Fishermen’s Federation (SFF), marking a significant new chapter for one of Scotland’s most important rural and marine industries.
Ms Gougeon will join the federation on 1 October and work alongside current Chief Executive Elspeth Macdonald during a transition period before formally taking over leadership when Ms Macdonald retires in March 2027 after eight years in the role.
A former Cabinet Secretary for Rural Affairs, Land Reform and Islands, Ms Gougeon brings considerable experience in fisheries, marine policy, food and drink, and rural and island affairs. During her time in government, she was closely involved in issues affecting Scotland’s fishing sector, aquaculture industry and coastal communities.
Commenting on her appointment, Ms Gougeon said:
“Throughout my time in government I saw at first hand the importance of Scotland’s fishing industry, not only to our economy and food production, but to the communities, families and businesses which depend upon it.
“I also came to understand the complexity of the challenges the industry faces and the importance of ensuring that the experience and knowledge of fishermen themselves are properly understood when decisions affecting their livelihoods are made.
“I am very much looking forward to working with the federation’s constituent associations, fishermen and teams, and to listening and learning as I prepare to take on the role.”
The appointment has been welcomed by the federation, which represents fishermen and fishing organisations from around Scotland. Hannah Fennell, President of the SFF, said Ms Gougeon possesses an exceptional understanding of fisheries policy, government and the regulatory environment in which the industry operates. She also highlighted Ms Gougeon’s appreciation of the economic and social importance of fishing to communities across Scotland’s coastline.
Fishing is a vital part of many rural, coastal and island economies, providing employment, supporting local supply chains and contributing significantly to Scotland’s food production sector. The federation says strong leadership will be essential as the industry navigates future opportunities and challenges, including the changing marine environment, evolving policy frameworks and competition for marine space.
As she prepares to take up the role, Ms Gougeon said her priority will be to represent the interests of the federation’s constituent associations and help secure a successful, sustainable and profitable future for Scotland’s fishing industry.
For many rural and island communities, the announcement is a reminder of the continuing importance of fishing to Scotland’s economy, culture and way of life. As the sector adapts to new challenges and opportunities, strong representation will remain crucial in ensuring the voices of fishing businesses and coastal communities are heard.
