New report sets the stage for rural policy reform

Research and analysis from a review of Community Led Local Development, the Scottish Rural Network and Scottish Rural Action.

The Scottish Government has published the first part of its Rural Communities Policy Review, offering a rich evidence base drawn from extensive engagement with rural and island communities across Scotland.

This newly released report, Rural Communities Policy Review: Research and Findings, explores the lived experiences, priorities, and challenges facing rural stakeholders. It highlights the importance of place-based approaches, inclusive governance, and long-term investment in community resilience.

The report includes international case studies setting out relevant national rural context and its development over time and six place-based case studies presenting findings from research with rural and island communities, alongside a separate case study focusing on young people aged 18 to 30 living or working in rural and island Scotland.

This publication marks the first of two key elements in the review. The second – an analysis and set of policy recommendations – is due to be published in June 2026. Together, these documents will help shape future rural policy and funding decisions.
