A formal response was published in April 2024, followed by a detailed implementation plan in January 2025.
Cabinet Secretaries for Rural Affairs, Land Reform and Islands, and for Health and Education have reaffirmed their joint commitment to strengthening Scotland’s land-based and aquaculture sectors. Their approach focuses on attracting new entrants and equipping them with the necessary skills and knowledge, underpinned by improved data and evidence use. This collaborative effort—spanning public bodies, businesses, voluntary organisations and communities—aims to support a fairer, greener, and more prosperous Scotland.
A progress report, due 12 months after the Government’s response, will outline developments across all recommendations. The implementation plan recognises the varied scope of the recommendations, from targeted practical actions to broader policy shifts. Some areas require further policy development, particularly in light of evolving priorities.
Key milestones already achieved include the launch of an online portal, the Learning for Sustainability action plan, research into transferable skills, and the opening of an outdoor learning hub at Queen Margaret University. As of this update, five recommendations—specifically numbers 2, 2.2, 3, 6 and 12—have been fully implemented.
These reforms are central to delivering green solutions across agriculture, forestry, aquaculture and environmental sectors, and contribute directly to the First Minister’s priorities of boosting the economy and tackling climate change. You can find the full report and implementation details HERE.
